   Responsible for the uniform direction of the non-military administration to carry out the war with exception of the economic administration.

   Responsible for the uniform direction of the military administration in service of total victory.

The Imperial Plenipotentiary of Economics

   Responsible for the direction of all economic forces in the service of carrying on the war and to secure the life of the people economically.
