Imperial War Authority Garrison of New York
Subservient to the Commander-in-Chief of the Protectorate, the Imperial War Authority's garrison of New York, the Capital of the Protectorate, is responsible for the protection of the Capital and other territories of the Imperial American Protectorate, and consists of the 11th Army Division, which concurrently serves the New York National Guard Division, and the specialized 91st Air-Division "Himmelwolf", the Honor Guard of the Protectorate, along with the Military Police, who are responsible for the upkeep of discipline and civil order in times of emergency.
The Guard is the Supreme Defensive Authority of the Capital. The police handle crime; the Guard is what answers chaos. Insurrection, emergency, and the collapse of civil authority are its business, and no other force in New York stands above it in that role.
The Guard forms part of the Imperial War Authority garrison of the Capital. The Protectorate has stood in an indefinite State of Defense since 1948, and the Guard has never come off a war footing since. The scope of that State of Defense is set by the Commander-in-Chief, who holds the rank of Field Marshal. What changes is activation of the Division, which carries the Guard's authority from the ground around the Capital into the city itself and places civil law enforcement in the hands of the Military Police.
Departments of the New York National Guard
The National Guard consists of the Military Police, 11th Division, and the 91st Air-Division "Himmelwolf".
The Military Police are responsible for law enforcement within the Imperial War Authority, and assume civil law enforcement during the activation of the 11th Division.
The 11th Division is the primary garrison unit within the Capital, and is responsible for civil enforcement when activated by the Governor or Commander-in-Chief of the Protectorate
The 91st Air-Division "Himmelwolf" (Air Wolves) is the ceremonial unit of the Imperial War Authority in the Capital of the Protectorate and the Honor Guard of the Lord Protector, responsible for guarding his person, places of residence, work, and those of the Governor of the Capital of the Protectorate.
The authorities and responsibilities of the National Guard are established by the P.A.T.R.I.O.T Act.
Duties
The National Guard is responsible for the security and oversight of the areas surrounding the municipality of the Capital of the Protectorate. The Governor may activate the 11th Division during a national emergency or insurrection. The Commander-in-Chief may activate the Division when the Governor is incapacitated or otherwise unable or unwilling to mobilize it. During activation, the National Guard may enforce civil order, augment police forces, and exercise additional authorities deemed necessary by the Commander-in-Chief.
The New York National Guard are subject to the Imperial Military Tribunal.
Conclusion
The New York National Guard is the last line between the Capital and disorder. Through the 11th Division it holds the ground around the city and stands ready to carry order into its streets; through the Military Police it keeps discipline within the Imperial War Authority and takes up the law when civil authority falters; and through the 91st Air-Division it guards the persons of the Lord Protector and the Governor. Since 1948 it has never stood down, and it does not expect to. Its measure is not how often it acts, but that when the order comes it acts at once, under command, and leaves the Capital standing when it is done.
