</br>
American Bureau of Investigation
Subservient to the Governor of New York, the American Bureau of Investigation (ABI), led by a Director, is charged with the prosecution of crimes against the Protectorate and assisting in the protection of the Empire, while conducting investigations under the direction of the Bureau's leadership.

Unlike other security organs of the Protectorate, the Bureau answers to the Governor of New York directly rather than to the Ministry of Interior. New York holds Home Rule, and its civil administration, security, and justice are its own to run, subordinate only to the Lord Protector and his appointed Governor.
Powers of the American Bureau of Investigation
The American Bureau of Investigation investigates and pursues the prosecution of crimes against the Protectorate. The Bureau's decisions are not subject to review by the civil courts. Its agents have qualified personal immunity from lawsuits arising from their official conduct where the unlawfulness of that conduct had not been clearly established by the courts at the time of the initial act.

The Bureau may require any citizen of the Protectorate to cooperate fully with a pending investigation and may issue Questioning Orders, which it is unlawful to refuse. It may also requisition personnel of local municipal police forces for enforcement and investigation, subject to appeal by the Governor of the Capital of the Protectorate.

The Director holds one of the eleven seats on the Council of New York. Under the National Security Administration Act, criminal and civil judicial competence concerning the Bureau resides with the Police Courts. The exclusion of Bureau decisions from civil-court review does not make agents' personal immunity unconditional.

These powers are entrusted to the Bureau by the Act for the Establishment of the American Bureau of Investigation.

Duties
The Bureau investigates crimes against the Protectorate and protects the Empire. Its leadership decides which cases to take and how far to take them, and answers for those decisions to the Governor of New York. No crime against the Protectorate falls outside its reach.

The American Bureau of Investigation may be compelled by the District Attorney to investigate crimes against the Protectorate as established in the New York Home Rule Act. The Bureau cannot refuse a case sent to it this way. The District Attorney holds the same power over the National Security Bureau and the New York Police Department, and he is the only office in the Capital that can order the Bureau to open a case it did not choose.

An agent of the ABI carries the authority of the Governor of New York and stands above those they deal with. An agent of the ABI is not the equal of the citizen or any other organization. They stay calm and keep their distance, carry themselves with authority and composure at all times, state their business, expect it done, and explain themselves to no one outside the Bureau.

Forensics
The Forensics Guide explains how ABI and NYPD personnel collect fingerprints and DNA, test for gunshot residue, process crime scenes, and organize evidence through the forensic database.
